記事によると、この報告書は２００４年から作成され始めたが全体構成の修正が続き、今年の４月に完成した。多くの政府で働くスパイたちにインタビューし、政府内の１６の諜報機関の意見を代表するものという。

It is unclear whether the final draft of the intelligence estimate criticizes individual policies of the United States, but intelligence officials involved in preparing the document said its conclusions were not softened or massaged for political purposes.

ちなみにホワイトハウスの報道官は、この報告書の作成に当たって、ホワイトハウスは一切関与していないとしている。

"Do you ever draw parallels between bigoted bombers in Birmingham and suicide bombers in the Middle East?" Couric（注：インタビュアー）asks the secretary of state.
"Sure," she (注：ライス長官) replies. "Because the people who commit terror against innocents do it for the same purpose. Some people say well they do it to prove a political point. Then why go after little girls? Or innocent people standing at a bus stop in Britain or in Madrid?"
"And it's the worst kind of inhumanity to just go after innocent people who are just going about their daily lives like those little girls who were just in the bathroom after Sunday school," Rice says.
